The DART tsunami detection buoy is deployed in the open ocean from a ship.  

When an earthquake generates a tsunami, the magnitude of the resulting tsunami wave is measured by the tsunameter, and transmitted via satellite to the tsunami warning centers, where it is used to improve the accuracy of the tsunami forecast.
